Let us evaluate each of the above statements.

The average tariff in region 4 =(415+423+441+451)4=432.5 p/kwh

region 2 = (472+468+478+470)4=472 p/kwh

region 5 = (440+427+439+446)4=438 p/kwh

Hence, the average tariff in region 2 is higher than in region 5. This statement is true. Note that we cannot evaluate the third statement at all.
