Easy

There are 3030 people aged 51\ge 51 (their average x51x \ge 51) and at most 3939 people below 5151 (average yy, what we maximise). The overall average is 3838. To make yy as large as possible, take the maximum count of the below-51 group (39) and the smallest possible xx, namely x=51x = 51.

Total-age equation. With 3939 people below 51 and 3030 at or above 51, the whole group of 6969 averages 3838.
